You can request from the United States Postal Service
FOR ANY U.S. POSTAGE STAMP:
- THE MARKETING PLAN for any commemorative stamp
- THE PUBLICITY AGREEMENT/CONTRACT for any commemorative stamp
featuring either an individual [such as Elvis Presley or James Dean or
Marilyn Monroe] for which the person*s estate must agree to the use of
the likeness, or a trademark or copyrighted character or entity for
which permissions must be obtained.
- THE PERMISSIONS AGREEMENT/CONTRACT for any commemorative stamp for
which permission must be granted
- THE LICENSING AGREEMENT/CONTRACT for any commemorative stamp which
describes disposition of royalties from licensed properties, souvenirs,
use on clothing and other items, etc.
- THE ACCOUNTING STATEMENT FOR THE LICENSING ROYALTIES for any
commemorative stamp for which a licensing agreement was signed.
Below I have selected a few of the stamps over the past few years that
would likely have interesting publicity agreements, licensing
agreements, marketing plans, etc.

mentioning the Freedom of Information Act, ask for the specific
records you are interested in as described above. Bear in mind that the
Stamp Marketing Office has been just terrible, one of the worst with
regard to how it responds to FOIA requests.
